The purpose of this study was to investigate the changes of the sea bottom topology during construction of Saemangeum seadikes. Sea water depth and bottom topology in the Saemangeum area were measured every year and the surveyed data under construction of Saemangeum seadikes were analyzed and compared to the initial conditions before construction. There was erosion in the overall surveyed areas and the depth of erosion was approximately 53cm compared to the data in 1988. The center sandbanks of Seadike 2 did not show the great changes due to two main channels those were developed in northeast and southeast. The inland sandbanks of Sedkike 4 showed the development of great erosion and deposition partially because of the changes in tide direction which developed as a result of the completion of Seadike 3 and the completion of a seadike of the Kunsan-Changhang industrial park at the north of Seamangeumm area.

This research is written for offering an approach to activate the stagnated industry of the tourist farm through analysis of the current operational problems and situation on some existing tourist farm nominated as such by the authority. There will be some considerations from three different categories : local autonomous groups, tourist farm associations and farm owners. On the other hand, it is assumed that this research can also be utilized as a basic material for activating the tourist farms in the suburban area of Taegu City. The operational problems in the suburban area of Taegu City are as follows : lack of a specialized product development, the farm operation fund, lack of operational or management ability, lack of public information, etc. There are other problems regarding law, institution and supporting : complexity of the current system involving all kinds of permission, shortage of financial and taxation supporting, lack of training an expert manpower, lack of ability and cooperation of a deskclerk in charge, etc. Here are some suggestions taking into consideration a respective sector of local autonomous group, tourist farm associations and farm owners for activating the tourist farms in the suburban area of Taegu City. First, a mental turnabout toward a tourist farm is needed from local autonomous groups. The law and institutional base should be arranged while the financial and taxation support is materialized. Second, tourist farm associations should amend or reinforce the existing institution to refresh the current recognition toward the tourist farm through many publicity activities. On the other hand, they should develop the overall tourist farm industry into a better service industry of the rural community by keeping an active system of cooperation with other related groups. Finally, It is advised that they should conceive farms and facilities which can symbolize the tourist farm from the stage of the first construction. In addition to a four-season souvenir development, an effective publicity activity and rational investment management. Above all, they should train themselves in terms of a service spirit before they see the prosperity of the tourist farm community.

Since legislation of Rural Minor Road Improvement Act 1990, a quarter of its total length had been paved now. However, over 80% of arterial road length(national＋provincial roads) had been paved, so, road improvement policy should be focussed on the local road(county＋rural minor roads) from now. Generally, in the greater part of coastal plain and island areas, arterial road intensity(total road length/total catchment area) is relatively low, but local road intensity is relatively high. So, in terms of balanced development, much more efforts for rural minor road improvement should be concentrated in coastal plain and islands areas. In Chonnam Province, the maximum differentials of minor rural road improvement ratio was over 20%(the lowest: 14.1% in Goheung, the highest; 35.6% in Goksung) in 1999, but the improvement budget have been allocated in proportion to unpaved road length of each county by the provincial government. However, the differentials should not be fairly narrowed in the near future if the present budget allocation policy be maintained. To solve this problem, target differentials of rural minor road improvement between regions should be set up for each planning year and road improvement budget be allocated according to this policy change.

In 1980s, studies on the river environment and the management techniques to maintain the quality of water achieved actively. From the beginning of 1990s, the concept considering the river ecology and conservation in urban area have been introduced in Korea. Recently, some environment friendly projects on the rivers have been executed and some are under way. Many small rivers in rural areas have been maintained considering landscape and partly ecology. However until the pilot project named Songsam drainage channel project started in 1998, there were no studies and projects on the irrigation and drainage channels considering environment friendly maintenance. Korea Agricultural and Rural Infrastructure Corporation (KARICO) is going to introduce environment friendly and naturally favorable maintenance technique when the new projects to reform the irrigation and drainage channels are planned. Irrigation channel in O-dong project site in Yeomsan-myeon, Younggwang-gun was designed considering environment friendly consolidation and maintenance.
